Preheat oven to 350°F (175°C). Grease a 9x13-inch baking dish.
Cook pasta according to package directions until al dente. Drain and set aside.
In a large skillet over medium heat, cook ground beef until browned, about 6–7 minutes. Drain excess fat.
Add onion and garlic to the skillet and cook until softened, about 3 minutes.
Stir in tomato sauce, diced tomatoes, Italian seasoning, paprika, salt, and pepper. Simmer for 10 minutes.
In a large bowl, combine cooked pasta, beef mixture, and sour cream. Mix well.
Spread half the pasta mixture into the prepared baking dish. Sprinkle with half the cheddar and mozzarella. Repeat layers with remaining pasta and cheese.
Cover with foil and bake for 20 minutes. Remove foil and bake another 10 minutes until cheese is melted and bubbly.
Garnish with parsley before serving.
