Preheat your oven to 400°F (200°C).
Steam the broccoli florets until slightly tender, about 3-4 minutes.
In a large bowl, combine the steamed broccoli, shredded cheddar cheese, breadcrumbs, grated Parmesan, egg, garlic powder, onion powder, salt, and pepper.
Use a fork or your hands to mash the mixture until well combined but still slightly chunky.
Form the mixture into small patties, about 2-3 inches in diameter.
Place the patties on a parchment-lined baking sheet, leaving space in between.
Bake in the preheated oven for 20-25 minutes, until golden brown.
Remove from the oven and let cool slightly before serving.
