Prepare the rice according to package instructions and set aside.
In a mixing bowl, combine sliced beef with soy sauce, brown sugar, ginger, and half of the minced garlic.
Heat vegetable oil in a large skillet over medium-high heat.
Add the marinated beef to the hot skillet in a single layer. Sear for about 2-3 minutes without stirring.
Stir the beef to cook all sides evenly, then add in the remaining garlic, stirring for another minute until fragrant.
Continue cooking until the beef is browned and cooked through, about 5-7 minutes.
Remove from heat and stir in chopped green onions, saving some for garnish.
Serve the sweet caramelized beef over warmed rice, garnished with remaining green onions.
