Preheat the oven to 375°F (190°C).
Prepare the dough by mixing flour, salt, and butter in a bowl.
Add milk and vanilla extract to the flour mixture, stirring until a dough forms.
Roll the dough out on a floured surface to about 1/8 inch thickness.
Cut the rolled dough into squares large enough to wrap each apple.
Place an apple in the center of each square and fill with sugar and cinnamon.
Fold the dough over the apple and pinch the edges to seal.
In a saucepan, combine remaining sugar, butter, and water to create the syrup.
Pour the syrup over the dumplings in a baking dish and bake for 30-35 minutes.
Allow to cool slightly before serving.
