Brown the ground beef in a large skillet over medium heat.
Drain excess fat from the skillet if necessary.
Add tomato sauce, water, Italian seasoning, garlic powder, salt, and pepper to the skillet.
Bring the mixture to a simmer.
Stir in the elbow macaroni, and cover the skillet.
Cook for about 10-12 minutes, or until the pasta is tender, stirring occasionally.
Remove from heat and sprinkle with shredded cheddar cheese if desired.
Let it sit for a few minutes before serving.
