Preheat your oven to 350°F (175°C).
In a medium bowl, whisk together the flour, baking soda, and salt. Set aside.
In a large bowl, cream together the softened butter, brown sugar, and granulated sugar until light and fluffy.
Beat in the egg and vanilla extract until well combined.
Gradually mix in the dry ingredients until just combined. Fold in the semi-sweet chocolate chips.
Spread the cookie dough mixture evenly onto a greased 12-inch pizza pan, pressing it down to form a crust.
Bake for 15-18 minutes, or until the edges are lightly golden. The center may look slightly underbaked; this is fine as it will continue to cook as it cools.
While the cookie crust is baking, prepare the cream cheese layer by beating together the softened cream cheese, powdered sugar, and vanilla extract until smooth.
Once the cookie crust has cooled completely, spread the cream cheese mixture evenly on top.
Sprinkle mini chocolate chips over the cream cheese layer, pressing them slightly into the mixture.
Drizzle chocolate syrup generously over the top before slicing and serving.
